If the "burden" of regulation and H&S rules means you have the lowest fatality and injury rate in Europe then you should be trying to figure out how it can be understood and implemented more easily rather than abandoning policy.
They make an excellent point regarding the historical effect of occupational injuries. It appears to be an accepted political view to draw a line underneath the past and move on from there. However the legacy of occupational illness will continue for many years to come and at some point someone will need to address it. The problem is it will be too late for many whom will have passed on by that stage.

Politicians perception of the 'burden' may be born out of misinformation and miscoceptions such as those the HSE tackle with their myths section in their newsletter. As always politicians are both behind on the learning curve (in this case by about a century) and smugly trying to say what they think the populace wants to hear.
