I have worked for Jarvis rail and Network Rail for the past three years in the Safety department, I have a Nebosh cert (credit) and am hoping to study a further safety course to become a member of IOSH, I read on the internet that you can be a Railway H&S Consultant just with the NEBOSH and railway experience, can anyone tell me if this is correct???

I work in the rail/construction industries myself, and the current standard set by Link Up has been lowered from TechSP minimum to general cert, studying for further qualifications.
In my view (and Link Up's) rail experience is more important thean qualifications with a good understanding of Network Rail line and company standards and Link Up criteria.
I would say that you should be able to work in the rail industry quite happily, especially if you are intending to study further.
If you are south east as well, you should have little difficulty finding a job
