Can anyone give me some pointers on storing chemicals outside. Not so much what is it compatible / incompatible, but what physically such a store would comprise eg does it need to be covered? Is it good practice to use the same store for storage of empty containers?

It is going to depend upon the chemicals to be stored and your risk assessments. You may well need security against intrusion (including injury to intruders and associated civil action), fire/arson, etc. Whilst some chemicals may need a secure 'flamstore', others may warrant a secure cage structure to provide necessary ventilation. The empty containers will need to be readily identifiable (best separated and marked) but where the empty container presents a hazard (eg. if used by mistake) a separate store will be needed.

It is increasingly necessary to ensure that all stores are secure; not just against external events, but against internal accidents.
You don't describe 'outside' but bunds etc are essential if there is any danger of chemicals reaching any drain or waterway, chemical spillage control provision is also essential.
