Hi Guys,

We are having a bit of a blitz on clearing out cupboards of all junk materials. We are going for a sterile approach on the above cupboards. Nothing at all to be stored.

I am pulling together the justification for this decision as a few people have got out of thier prams and asked the HSE for advice, which they have interpreted as they can store what they like (oh how I love my job some days)

I want to make my RA on it water tight so any legislation / observations you think I can include will be most welcome.

These areas are usually sterile because of the fire risk of having potentially flammable materials in the cupboards and also becuase of the possible need to quickly shut off/isolate the services if there is a problem elsewhere in the building. Its annoying/time delaying to have to empty the gas meter/electric cupboard etc before the service can be turned off.

For a gas boiler you might also in theory block the air flow to the gas boiler and might then get poor combustion with the possible generation of carbon monoxide which is toxic.

Fire safety regs (RRO etc) and I would guess the Gas Installation & use regs will apply & electricity at work regs

Surely your RA was done before the decision was made?

Your posting makes it appear that you are trying to justify a position with an RA, rather than reaching a decision through an RA.

Does there really have to be a H&S justification? RA would suggest source of ignition + flammable materials + oxygen = fire triangle therefore going for the sterile approach seems quite feasible.

On the other hand you've made the decision of clearing out all junk with a sterile approach to these specific cupboards. Still seems a reasonable action to me. Some people just need to find a reason to gripe!

If the Fire Officers strong advice constitutes him wagging my tail then guilty as charged.

The decision was enforced before the reasons had been properly communicated (someone trying to be helpful). 99% of staff understand the logic of not storing paint on top on the mains electrical board or storing toilet rolls floor to ceiling around the Emerson heater. They just needed is to be put in black and white.

The 1% are trying to score points as they don't feel that they should have to pay any attention to H&S as it is not their job and they know better. This is not the first time that the same group have acted in the same way. There is a difference between a reasonable thought out challenge and deliberately trying to undermine someone.
