Posted By steven n We have some of our guys working off shore on a barge overseas and we have had word that the welfare facilities are awful (no water for washing, cockroaches etc) where can I find any regs for off shore welfare as our welfare regs don't cover them.

Posted By A Campbell Steven,
Depending on the reputation of the company they will have their own system of inspection etc, normally via the OIM, Bargemaster and Medic. I doubt you will find any regs regarding this for ships working abroad as each country (and there are some basic countries) have their own legeslation. I have worked in some West African countries offshore where the hygien aboard is far superior than what the local workforce live in at home! Shipping regs will indicate hygeine levels of acceptance, although depends also where it is registered as not many are British registered these days due to flags of convenience.

Posted By Colin Reeves Also the poster noted that this was a barge. If it is a dumb barge (i.e. no propulsive power) then is is not a "ship" under the UK Merchant Shipping Acts - although other countries equivalent legislation does class them as ships.
Look at the ownership / registry of the barge and find out what laws apply, not forgetting the laws applicable to the state where the barge is moored.
Complex ......

Posted By steven n Thank you both for your responses. The barge in question is a Russian registered pipe lay barge.

Posted By Colin Reeves Russian, mmmmm - no idea of their regulations. Only suggestion is to look at the ILO site, I believe Russia is a signatory. New convention is at http://www.ilo.org/globa...ntion/lang--en/index.htmbut not sure who has ratified this yet, UK is in the process but not yet in force. Good luck Colin
