Posted By DM23 Hi All, Is there a legal obligation to have a record of who is occupying an office building. We have a lot of comings and goings, engineers, etc. and we feel that having them sign in and out is just not going to work. We have a Fire procedure in place that seems to satisfy the Fire & Rescue Service, however the subject comes up at most Board meetings and I would really like a definitive answer. D

Posted By Wil There is no specific legal requirement to have visitors sign in to a general office environment under the RR(FS)O. However it is recognised as good practice and an easy way to help determine who is missing when staff / visitors muster at the assembly points. Posted By Phil Rose Definitive answer is 'no' (think about customers in a supermarket, store, cinema etc. However, good practice and good management suggests that where it is reasonable to do so, then you should have a record of who is in your building. Phil

Posted By Ron Hunter No - better to have a system of marshalls and wardens who "sweep" the building to ensure that everyone is out. The number of instances where people sign in..........and then don't sign out (and slope off with your nice shiny co. ID badge)........!

Posted By Phil Rose Ron agreed, our system is to sweep. managers can do a check at the assembly point to account for their staff but that is very much 'belt and braces'. We have found that thorough sweeps and quick and efficient. We had an exercise on Monday where we placed a 'casualty' in the toilet, and the fire marshals found the person, reported to me at fire control and we directed the fire service to the exact location - job done. We do have a signing in/out system but sometimes people forget to sign out and leave their badge etc and it can be a right 'faf' to try and account for visitors. Keep it simple Phil
