Our partners operate a SSOW for refuelling - which is issued to their drivers. As a Safety Practitioner I have suggested that instead of unnecessary paperwork, this could be controlled by management and site signage.
Therefore, the suggestion to put up signs of NO MOBILES/NO SMOKING/TURN OFF IGNITION before refuelling are simplistic. This would be supported by training of the drivers in the use of the 'pump', spill control/containment and emergency procedures.
I have explained to our partners about the issues relating to the use of mobiles (unless certified for use in hazardous environments) in such areas (electrostatic discharge as the main risk from the phone, through the user) and this seems the most common sense approach of management, rather than issuing a document, which is in time, lost, not understood etc. I re-emphasised we undertake these processes mainly in most garage forecourts and they don't have a SSOW - its controlled by management and signage?

I will be devil's advocate here. If something went wrong, where is the evidence that you had communicated the hazards/risks/control measures to the people involved? Signage is beloved in some quarters, but who actually reads it and follows it? Does everyone speak English who might use it? Can they read? Eyesight good enough?
I would use the signage and give some instruction - how about an initial talk through, use of validation sheet to prove understanding? Maybe a card you give out showing the vital points?
Incidentally I would have thought that there is more to it than just fire - what about skin / eye contact, inhalation of vapours?

Thanks, I had thought of the others, but as everything is outside, ventilation is natural, gloves too are mandatory.
We would certainly train personnel and the requirements put within the driver handbook that will be issued in due course.

I must agree with garyh on this. We introduced a refuelling system for company cars on site and the H&S group were split 50/50 on what we wanted to issue and have displayed.
We aired on the side of caution and did both, signage and training with employee sign off. On a process like this where a hazardous material is involved, it's not just about providing necessary training and instruction but also covering your back to say you've done your job.
Please remember, that if it went wrong who would the finger be pointed at.

At the very least I would expect to see signatures confirming communication of the risk assessment... Just got 3 new slips cases this very morning..!! One of which was commercial vehicle driver refuelling!!
Is this on or off site refuelling?
