to be able to drive on a public highway what must be done to a 6 tonne dumper?
In place already are tax and fitted beacons

So long as you have the registration number on display, the vehicle itself is road worthy, insured to be driven on the public highway (most are) it has road tax (tick) and beacons are on display (tick) you are good to go.
