Training Plan for H&S Officer in Construction

Posted By JHuey We are an engineering company that works on the construction of water and waste water treatement works. We are recruiting a H&S officer and would like to put together a training plan to develop a H&S generalist (NEBOSH general certificate) but with no experience of H&S in construction.
This is a broad role that encompasses site inspections and audits; investigations; monitoring, measuring and reviewing performance; risk assessments and method statemets; site H&S plans; legislative compliance; maintenance of company risk register; training needs and delivery of training; and H&S reporting.
Can anyone advise on what a training plan might include.

Posted By Lukasz It all depends :) In my opinion at the end of the plan he should be CMIOSH after that amount of time within your company he should be able to identify himself what qualification he will require.
Core should be supported on these qualifications:
Nebosh Construction - as an entry level, I know that somebody will say that Nebosh General is also important but in mu opinion the difference between these courses is in use of words workplace and construction site.
Professional Diploma Safety, Health and Environmental Management (SHEM) - to become GRAD IOSH
Preparing to Teach in the Lifelong Sector (PTLLS 7303) or any other qualification which would provide basics with regards to training (e.g. CIEH Trainer) + particular qualification which would allow to train in specific subject (e.g. Manual Handling etc.) different courses has different requirements for example requirements to become First Aid Trainer you will need to have First Aid at Work for minimum 3 years.
Other course probably to become competent in areas to inspect slings etc. but it would be also his job to identify what he training he require as every company is different.
and I think very useful would to be to provide mentor (CMIOSH) not to help him learn from books but to learn from his own experience... probably it is expensive solution but in my opinion important, it is easier to have mentor in bigger companies if you starting on junior position.
It depends as well what is your budget for training due to fact that Diploma might cost around £5,000

Posted By Safe System I would be inclined to suggest NEBOSH Con Cert followed by NVQ l4 in OHS.. if this is a new role to start from scratch. This way while he is learning he will be building up a successful health & safety management system so it benefits you both.
As mentioned you can look at IOSH or IIRSM or both.. none are prerequisites but will help in the long term.

Posted By Philip McAleenan Jane, it may be useful to commence your recruitment from the basis of obtaining an engineer for the post and progressing them through to the Institution of Civil Engineers register. ICE maintains a register of specialists in construction health safety and welfare (open to ICE and others from associated bodies). This leaflet will give you details of the route to registration, including the types of topics to be studied, http://www.ice.org.uk/downloads/ICE3009(1)_ConstructionHealthSafetyWelfareRegister.pdf . Pages 6 and 7 gives you details of the attributes, and this will help you with developing a training plan. Thomas Telford Training is the training arm of ICE and they run courses on Health and Safety, details of which can be obtained from http://www.tttrain.co.uk/courses/index.asp . Other courses on subjects such as auditing etc. may be obtained via other relevant bodies such as IRCA. They all add to the CPD requirements for the register. In this way you will have an OSH specialist who is qualified, experienced and very familiar with the whole life of projects from concept to design through to use and, eventually demolition. Is this a strategic, or purely a financial decision? This is going to take you quite some time. If you consider NEBOSH Construction, NEBOSH Diploma or NVQ4, Grad. IOSH, through to CMIOSH (CPD, etc. etc.), CDM-C awareness, plus a Training Qualification, etc. etc. If you consider putting anyone through all this, you will have to be sure that; (a) they will stay with you, and (b) they can pass all the courses?.
You will also be seeking a return on your investment. No? The term 'exit strategy' comes to mind.
Apologies for being pessimistic! But I would have thought recruiting an experienced construction advisor would be a cheaper, and less tortuous route.

Otherwise, why on earth would you appoint someone with 'general' experience/ quals to do a specialist role and then train them?
Just get somebody with the necessary experience already. The market is on your side right now!!
