I generally feel Project Managers are Designers under CDM as they have a controlling mind quite often appoint Architects/CDMCs and are involved in funding.

Can I seek views from just experienced CDMCs on this as an interpretation of para 121 CDM 2007 ACOP is required.

AHS, I would have to say, it depends.

Some project managers work for the PC, therefore come under that banner.

While others work more as a Clients Representative, they dont actually make the decisions but lean one way or the other to ensure the client makes the correct decision. In which case the will ensure the client is aware of his/her responsibilities,but having no specifics under CDM.

It is about making choices not about being a controlling mind. If they make choices about materials or how a task is done they are designers but if they only chose who does it or when it is done then they are not designers even though they are PMs

As per the above, if they are specifying specific materials and making other design decision on behalf of the client they I would consider them to be a designer under CDM.

I have never come across a PM yet that I would not class as a designer by definition.

The ACOP even alludes to someone obtaining a grant for the work therefore I feel its a fairly broad net.

its bad enough them being pm's without thinking they can design too, although most of them think they can. let them be a good pm first before they start getting carried away
