Is face fit testing a legal requirement or recommended? Our client is insisting we do it but we don't believe the risk level rates it. PPE/RPE is being provided (3M half mask with filter) and guys are trained in its use the only stumbling block is the face fit test.

In short, face fit testing is an Approved Code of Practice.
In my experience the amount of people who fail the test because of facial features like beards, stubble, scars etc show the validity in carrying out these tests. The rationale being that without the face fit test we would not have known of the potential for the RRP not providing the necessary protection.

I think that if you issue the masks, then it would be in your interest to carry out the face fit testing. The HSE are looking at this throughout industry and even if you say it is low risk, I would still advise getting a qualititive testing piece of kit which costs about £120 and get one of your guys trained up in doing the tests. They are very simple to do and don't take that long but will help you to identify if there are any failings in the RPE

Homer - as others have already indicated, you would do well to have a look at HSE Operational Circular OC282/28 (freely available on the HSE website)which is the guidance issued for inspectors on the suitability of RPE fit testing.
