Legal Responsibility for access to competent H&S advice?

Brainfade strikes again....... where exactly is it written in law that employers have a legal responsibility to have access to a competent source of H&S advice? I was sure it was HASAWA, but can't seem to find it.....
Would the HSE's helpline be considered adequate to comply with the above (I have a contractor telling me that it is.....).

Stu - that would be the Management Regs - reg 7 - every employer shall appoint one or more competent persons to assist them etc etc.

The Management of Health and Safety at Work Regulations 1999 (MHSW Regulations)
reg.7 deals with health and safety assistance, requiring employers to appoint competent
persons to assist in complying with statutory duties.
