as an IOSH member , do we need to pass the HACCP certificate , to excell in HYGIENE in food handling ?

I agree with John. There are issues with food safety that are not normally dealt with in the training for a standard health and safety practitioner, such as infection/contamination issues, hand hygiene, etc. It is all too easy to get some of these wrong unless you have a suitable level of knowledge.
