does anyone know if a mobile step unit which can be adjusted in height by a mechanical hand winch requires ce marking. The winch is fixed to the step unit and is itself ce marked. Just wondering about the ladder unit.

Its hard to judge with the information provided.

Maybe the best place to start is to read the EU guide to CE marking under the Supply of Machinery Regs.

I can't remember the exact wording, but a machine is defined as something like 'a series of linked parts, of which 1 or more move'

It has parts that move so its a machine at a minimum.

Your problem is identifying the applicable standards
If this is a "bought item" just ask the supplier

Be aware CE marks are not worth the paper they are written on, so unless its a reputable supplier you cannot rely on them.

Best to ask the manufacturer or supplier for the declaration of conformity.
