Suggest you start with some of the larger construction contractors (especially andy multinationals operating in India) who might recognise the specialist skill set you bring from you medical degree and occupational health experience.
Assuming you self-funded your Diploma spell this out in your CV.
Might need to expect a benefits cut to get you onto the H&S professional ladder.

Another couple of thoughts.
Healthcare - you'll understand many of the risks from student placements, including many of the OH risks.
Chemical manufacture and storage - check out guidance on "COMAH" - not sure if you have parallel legislation in India but the same principles apply. If going this route, download free Process Safety Incidents Calendar and read up on BP Texas City and Deepwater Horizon - both took their eyes off the ball as regards low probability, high consequence events whilst celebrating getting their Lost Time Injury Rates down.
