As an examiner we often procure safety critical specialists to provide all access and safety critical requirements. If we attend site and the access procured is via MEWP (cherry Picker) do we need to own our own harnesses and have harness training? Is there any ciscunstance where the MEWP operating service is repsonsible for providing harnesses and examiners are able to attend without the training or their own PPE? Thnak you in advance for the help.

That's between you and the provider of the access service to agree, preferably in writing.

If you are going to own your own harnesses, you are also going to have to deal with inspection of them.  Far easier if you can get to use harnesses provided as and when they are needed by someone who deals with these all the time and has an inspection programme.

However if you have an expectation of work at height, you should be doing at least some basic training on that topic.
