Because it is not adequately maintained. Its 19 years since REACH and 17 since CLP which introduced Hazard (H) and Precautionary (P) Statements. The e-tool harks back to the defunct Risk (R) and Safety (S) phrases.

That sound more like a reason to update it rather than discontinue, but I guess it all smacks of cost cutting

It does indeed sound like cost cutting. With a new Government looking even keener to "cut red tape" than the last one, perhaps HSE is also gearing up for radical change to COSHH etc.
