Because it is not adequately maintained.

Its 19 years since REACH and 17 since CLP which introduced Hazard (H) and Precautionary (P) Statements.

The e-tool harks back to the defunct Risk (R) and Safety (S) phrases.

that was the first hit on google...more likely cost of maintainance is the driver.

 That sound more like a reason to update it rather than discontinue, but I guess it all smacks of cost cutting

It does indeed sound like cost cutting. 

With a new Government looking even keener to "cut red tape" than the last one, perhaps HSE is also gearing up for radical change to COSHH etc.

Whilst I never really used the e-tool, I have quite often referred to the associated guidance note
'COSHH essentials: Controlling exposure to chemicals – a simple control banding approach'
(a search for 'the technical basis for coshh essentials' should get you directly there)

I have found this a very useful guide for qualitative exposure assessments - it's still there so I would recommend downloading it before it vanishes.

Call me an old cynic but i remember when the Stress Assessment survey was free, and the online Mac Tool (not just the charts) all now with a private company and a cost to use! I like COSHH essentials but it has its limitations no way would i pay or it.
