You don't need a template. Just start a spreadsheet and give the columns headings of - Title of legislation - Where applicable - Summary of requirements - How requirements are fulfilled - Date and findings of last compliance check

I’ve developed and used several legal registers for both UK and international operations, including projects aligned with ISO 45001. For the UK and Northern Ireland, the legal register usually includes: The applicable legislation or regulation (e.g., Health and Safety at Work etc. Act 1974, Management of Health and Safety at Work Regulations 1999, etc.) The requirement summary — what the law expects from the organisation. The applicability — which departments, sites, or activities it relates to. The compliance status and evidence — such as policies, procedures, or inspection records. The responsible person and review date to keep it current.
If you’re building your own, you can start with a simple Excel sheet using these columns. I’d also suggest checking HSE’s website for updated guidance notes and Approved Codes of Practice (ACOPs), which are very useful references when completing the register
