HSE have some useful guidance and resources, click on 'stress' in the topics menu. Try downloading a copy of HSG218 (ISBN 9780717662739) free from the HSE's website.

On the HSE website search for "analysis tool" this survey will highlight what problems your staff are having, if you have any problems finding it please put your email address on here and I will send you a copy.

Use the stress tool as mentioned above; that will give you an indication of which, of the six management standards, is causing the most stress. Deal with the top 2-3 then revisit next year and start again. Stress, like back pain, is a bit intangible so you need to get some metrics on the causes.
