Which qualification for construction/highways/maintenance activities

After 19 years working in LA enforcement (retail, warehousing leisure etc.) and then H&S advisory work with education/commuity/young people's directorates I've now moved to supporting and advising a Directorate that deals with construction and maintenance management, road, highways, coastal defence, street scene and engineering work, parks and leisure mnagement (and a tram system for good measure). My background is neither technical nor engineering based and I've very limited experience with construction. I'm looking for a course that will help develop my knowledge in these areas. It'll be self funded and time off for study very limited so distance learning may be necessary. The obvious is the NEBOSH Construction Cert. although the CDM Co-ordinator has also been suggested. Any advice on suitable qualifications/courses? I'd previously considered my strengths as lying with communication/people skills but I'm on a steep and interesting learning curve. (I hold Post Grad Diploma, NEBOSH Part 1 and new NEBOSH Diploma and NEBOSH Fire Certificate).

I think you would find that a large proportion of the syllabus for NEBOSH Construction, APS CDM Co-ordinator or Constructions Skills Site Management Safety Training Scheme is material with which you will already be very familiar, covering the fundamentals of H&S management and legislation.
Suggest you might be better looking at training/self development on specific topics such as work at heights, safe operation of plant, occupational health risks in construction.
You might find the defra / Environment Agency "guide to public safety on flood and coastal risk management sites" useful - a free download from the internet
