Pointers in the right direction would be appreciated please. We use a paint (<5% petroleum), thinners (<1%) and gunwash (<15%). There is a requirement within the regulations to hold a license when handling, storing, using etc, petroleum. But they're not too clear if this includes paint. Petroleum mixtures are mentioned but not defined. The question I'm asking; is a license required to store and spray paint?

I think that is just to cover the variety of diesel, unleaded, bio mixtures, the essence/intent seems to cover only petrol forecorts and similar installations.
Paint would be covered by DSEAR / COMAH / COSHH / REACH

As a side note though, and perhaps to rendor your question mute, "petroleum" is not used in paints. If you are referring to the solvent petroleum spirits eg. white spirit, this is very different and definately does not apply.
