I have a quick question regarding the reporting of accidents and incidents in the UAE. Is the requirement to report applicable incidents to MoHRE or the emirate authority e.g. SPSA or both? 

It was my understanding that you only had to report to the MoHRE in the absence of the emirate having applicable legislation or reporting capability but following a conversation with someone, I know believe I may be wrong and that dual reporting is required to both federal and emirate authorities.
