Do passengers occasionally needing to go up in a MEWP with an operator require IPAF or other certificated harness training? I realise the PPE regs specify information, instruction and training etc., but am not sure what this means in relation to a person who may need to go up in a MEWP once a year to inspect parts of a building? (clerks of work and surveying roles).

I have accepted our staff with a truly one-off requirement go up in a MEWP without harness training, if they are accompanied and someone else (with suitable training) dresses them into the harness, checks the harness, and goes up with them.  The operson in charge needs to know this individual doesn't have harness training and getting them into the harness will take time and need checking - essentially they need to be near harness-training-instructor themselves.

If it was happening as often as annually I'm less convinced I'd accept that approach.

I wouldn't accept if they were putting on the harness themselves and unaccompanied in the basket.
