I am making enquiries on behalf of a firefighter who is retiring, and is interested in taking up a career in health and safety. He is in his early 40's, has had command experience , ie at 'middle management' level and has some in-house health and safety training, + NEBOSH 'Managing safely' certificate. What sort of starting salary and progression might he reasonably expect?

Breaking into the H&S career path is one of life's perennial "Catch 22s". It is nigh on impossible to get a job in health and safety without prior experience. Without a job in H&S it is almost as difficult to get the necessary experience.
Unfortunately, in house H&S Training and IOSH Managing Safely are not H&S qualifications of Professional Competence for a dedicated career in Health and Safety. Unless he is very lucky, it will be difficult to find a position with anything less than a NEBOSH Certificate plus previous experience of working in the field.
However, all is not lost, particularly if this firefighter has experience of working within his Service's Fire Safety Department. This is probably the safety field where he would be most likely to find work, to draw upon his previous experience and to command a reasonable salary.
