Provide Quality, Safety and Environmental strategies and policies. Responsible for the
operational and continuous improvement delivery of specific Quality, Safety, and
Environmental activities for STSL.
Principal Accountabilities
Projects :- · This is normally a
co-ordination role for the Quality, Safety, and Environmental requirements of a
project and would normally cover the following aspects using specialist
knowledge and competence. · Writing and implementing Quality, Safety and
Environmental plans and reviewing project documentation. · Attending
relevant project meetings to ensure all SQE requirements are understood and
met. · Helping the project with problem solving and being an integral part
of the team. · Organ sing and implementing project audits and corrective
actions, internally, on site, and of sub-contractors/suppliers in conjunction with system requirements. · Providing training, briefing and information to the Project Team.Providing advice on SQE matters to the
Project Manager and Project Team and ensure awareness of relevant legislation and standards. · Investigating all SQE issues, including accidents and incidents. ·Support the bidding process for all
infrastructure projects and identify SQE resource requirements. ·Assist in the identification of project SQE hazards and produce and maintain project health and safety risks and environmental aspect
register.Corporate:- · Maintain and improve current Quality, Safety and Environmental systems to ensure compliance with all relevant standards. Ensure all management systems are intergrated and containe within the BMS. · Ensure programme of SQE audits, and inspections is maintained for all
STSL activities, and that corrective actions raised are tracked and completed in
a timely manner. ·Identify areas for improvement and facilitate implementation . Assist in the implementation of corporate
initiatives. ·Review new and changes to SQE relevant legislation and standards
applicable to STSL's activities, brief requirements and ensure systems are
updated. ·Create and maintain company wide SQE information sources, such as risk
registers. ·Provide advice, support, training and information on SQE
issues throughout STSLRolling Stock:- · Advise the Aftersales Rolling
Stock Business Depot Employees on changes to SQE legislation and standards
affecting Rolling Stock business requirements. · Work within the
Depot SQE team, assisting the SQE Manager and Engineers to develop and
implement an effective SQE/Business Management System within the
Aftersales rolling Stock Business (AARSB). This involves production of
procedures and work instructions suitable for Depot activities. · Organise and
undertake audits verifying Depot activities and Safety Critical suppliers in
accordance with relevant standards. ·Develop and impement SQE management systems with particular emphasis on systems suitable for Rolling Stock aftersales activities. Work to achieve ISO 900-200 and 140001
certification for all ARSB sites. ·Support the Depot Managers involved in day to
day operation of the Depot SQE management systems, with particular emphasis on
Engineers/Technicians working on Rolling Stock activities. Assess SQE risks
to the Rolling Stock business activities and design and help implement mitigations to those risks. Knowledge and xperience·Degree in relevant subject ·NEBOSH Certificate (Health & Safety) · Lead Auditor in quality or environmental systems · member of relevant professional institute · minimum of 3 years professional or relevant industry experience. OrganisationWill report to Safety, Quality and Environment Manager
Health, Safety and Environmental ResponsibilitiesEach Project Health &
Safety Engineer is responsible for: Producing Project Health & Safety
Plans. Briefing those Plans and connected H&S procedures to relevant persons. Ensuring the Plans are updated and stored · The provision ofadvice on H&S matters to all parties working within the Project, with
specific regard to the provision of advice and guidance to the Project
Manager on any matter requiring his attention · Co-ordinating, Investigating to/ with Project Manager and SQE Manager for further action ·Ensuring that
risk
assessments are performed and updated, the assessments to comply with
the
requirements of the Management of Health and Safety at Work
Regulations 1992
and other relevant legislation · Initiating regular formal and
informal safety audits and inspections on Contract work and report the
findings to the Project Manager, issue any corrective actions as
necessary.Depot SQE Engineers are responsible for: · Co-ordinating all
H&S matters as it affects the Depot facility and associated train
maintenance work ensuring the BMS supports the Depot requirements.
Preparing
and amending existing safety procedures or work instructions as
required and
investigating all health and safety complaints and refer all matters
arising
to the Depot Manager or Facility Manager · Initiating regular formal
and informal safety audits and inspections on Depot work activities or
premises and report the findings to the Depot Manager. Supporting
third
party audits of depot work activities including assisting in the
closing out
of appropriate CAR's · Ensuring that risk assessments are performed
and
updated to the satisfaction of the Depot Manager, to comply with the
requirements of the T&W Act, COSHH, Management of Health and Safety
at Work
Regulations 1992 and other relevant legislation · Investigating and
monitoring accident records and statistics and notify those
qualifying under
the Reporting of Injuries, Diseases and Dangerous Occurrences
Regulations
(RIDDOR) 1995 to the enforcing authorities as appropriate · Help
promote
a safety culture within the depot-working environment. Conducting H&S
training courses and approving persons as safe/competent for that
particular
activity being trained. Attending and actively contribute to all Depot
safety meetings called to discuss safety issues · Be available to and
provide advice and guidance on H&S to all parties involved in depot
aftersales activities.
