Richard Booth at Aston University has a particular interest in this and would be able to help, I'm sure. Most EH&S texts have something on it, but not a lot. What's your special interest? Maybe some of us can help on something specific.

There is a good account of the development of the civil law back to about 1837 in the book

'Cases and materials in Occupational Health and Safety Law', by Brenda Barrett and Richard Howells.
