I would be pleased if anyone could point me towards documents/standards for safety in public places, water fronts/yacht clubs/marinas. Pontoons in particular -how many life life buoys needed - distance between - type etc.

In particular, you need 'Safety at Inland Water Sites: Operational Guidelines' from RoSPA (0121 248 2000). Speak also to Peter Cornall, their Water Safety Adviser.
