I am looking for some ideas on how to improve compliance with safety and health regulations in small businesses. Most OH&S literature I've seen deals with large- sized companies. Some small businesses I inspect look at OH&S as an add-on and an extra expense, and the employees have no interest in OH&S. How do you change that mindset in the smaller companies and their workers?

I thought this was going to be a huge target area for HSE. New head of HSE promised to target them thru new revitalising H & S document, have you obtained this yet? Also the roving safety rep project was also aimed to bring safety into those small businesses who cannot afford or have no expertise.
