Posted By Haggis JM I believe that the US manufacturer / supplier will have to appoint an 'only supplier' within the EU if they are supplying more than 1 t.p.a. This person or organisation will act as the middleman and register (too late now for pre-registration!) any 'substances' with ECHA. Remember that it is the pure component chemicals (substances) which are registered, not the resultant blend (preparation). Until this is done the chemical cannot be brought into the EU/EEA area.

Posted By Chris Packham Basically correct, except that there is provision within REACH for pre-registration for a substance that has not yet been introduced into the EU. Note that REACH is only concerned with single substances so if the chemical contains more than one substance, i.e. is a preparation, then each substance will have to be pre-registered separately.
