We have been working on fire life safety plans for our EMEA region and have been informed by our Moscow office that they cannot evacuate until they have phoned the fire brigade - apparently this is legislation. What confuses us is our alarm system is linked to the fire brigade so calling them seems like a waste of time. Can anybody confirm if the legislation query is correct?

Not my main area of expertise, the Civil Contingencies information I have gives reference to this. (I haven't been there for a while). Can't really help other than saying that there may some confusion between what emergency measures are put in place for disasters and security from terror incidents.

In the main security concerns seem to take precedent over Fire safety (behaviourally not legislatively). I am told that the arrangements are exactly the same - although there was a fire killing about 12 people a few years back when the security guards wouldn't let the fire fighters into the building.

The Federal Law “On Fire Safety” 2002 updated 2003 which pretty much follows the EU directive.
