We have a lot of steps that are of tubular construction, some of which have very minor distortion/damage on the legs that in some cases is fairly insignificant and difficult to notice.
Is there anything available as a reference document that details at what stage they should be scrapped and replaced.

What type of steps.. ladders?
Are they Industrial class1 EN 131 or domestic?

The HSE gave out some typical bad examples of ladders they found on routine inspections via powerpoint some time ago... don't have a copy to hand myself but you could google or similar?

Vaguely useful, but by no means a "compare the photo" checklist. Every bit of damage is different - it's up to the competent inspector to decide if the damage

- reduces the strength of the ladder
- reduces the stability (makes it wobble)
- stops a functional part operating (e.g. a lock)
- creates a risk of cuts, etc. to the user

Anything else is just cosmetic.
