Do the workplace regs apply to building sites?
Do they apply to temporary workplaces?

Yes and yes!
Extra Note - extra Welfare provisions are required for construction sites, for example big sinks!

WP Regs reg 3 part 1 b says that WP Regs do not apply to workplaces where the only activities are building or engineering construction and in part 2 of Reg 3 there are limitations on how much of WP Regs apply to temporary work sites.Note the ONLY bit of the provision so mixed places and parts of construction sites where construction does not take place such as canteens etc will still come under WP Regs.
CDM regs 25 to 44 cover construction sites as workplaces and apoply to all constructions ites except domestic construction.Complex area - take care.
