Can anyone tell me whether hydraulic pallet trucks are classed as lifting equipment or just work equipment. I am trying to ascertain whether annual external inspections are necessary.

Are you talking about pump trucks? if so then they are classed as work equipment and PUWER applies not LOLER.

i think you are refering either to powered pallet trucks (sometimes also refered to as low level order pickers) or as the previous person said hand pallet trucks.

The previous person was correct that LOLER does not apply - it's because these items of equipment are not considered to be 'lifting equipment'. This is an often argued point as an awful lot of insurance companies try to get you to include them in your thorough examination schedule for LOLER.

Many years ago when LOLER came into force I sough the HSE opinion on this point.
