How would one go about finding the Vibration Magnitude m/s2 r.m.s. for a whacker plate that is a few years old?

Do you still have the operational manual? if so it'll be in there if not...

Find the make and model number and contact the manufacturer they should have those details available.

If it's hired then either look in the hirers catalogue or on their website and it should be on there.

You can also check the manufacturers website, some large manufacturers have a stats page for each piece of equipment.

Providing data on its own would not really benefit you as your kit may be completely different and it would do you no good in a court nor in a claim situation

look at new kit and then quadruple the emissions for anything that is >around 6-8 years old - when measuring such kit in the early 90's all such kit could not get near any kind of a sensible usage system so we got rid of it!

hiring in such kit is a cost effective way of managing the area as the hire co must supply you with up to date data and getting that data yourselves in a meaningful way is very expensive. We now hire most of our kit including ladders etc

Various ways.
Do you know the make and model? Then you could ask the manufacturer. (but as it is old then due to wear and tear it may produce more vibration than when new). You will need to find out what standard they did their tests to so you can decide whether their stats are suitable for doing a risk assessment/estimation of worker exposure (which I am assuming is why you want the data)
You could check on available vibration databases eg OPERC/HAVTEC.
You could arrange for a testing house to test it. (probably expensive - and make sure they are proposing the right testing standards)
If all else fails then you could even estimate the "ballpark" vibration from other similar tools.
