Does a technician working on manufacturing automation require certification to the 17th Edition(BS 7671: 2008)to be able to fault find live on voltages from 110v/240V AC to 3 phase 440v AC ?

No. The electrical regs do not apply to the production line other than the supply to the line (power to the production line).

You obviouisly need to check your technician has a suitable electrical or electronic qualification, ideally a recognised apprenticeship and suitable experiance - usually 5+ years.
