A small amount of information on the type of company, size, etc may help.
I am medium size construction and would confine my advice in that direction so may not be able to help.

Hi Zabi
Really the OHS management system of a company is being made by the consultant who are well versed in OHSAS 18001 requirements.
If your company needs certification then definately they have to consult such orgnisation. However if u require to prepare a HSE guidelines or work procedure you may prepare as per your organisation requirement and existing risk.
