What form is the asbestos in? Is it loose, cement bound etc.

It is loose, it is on landfill site, it is not exactly working on it, however, it is working in near vicinity.

For know I just thought about that:
-Working from side from which wind is coming
-Preferably working in rain or rising it with water
-Masks?

You have a lot that you need to consider before you implement any operations.

At the very least:

What type of asbestos?

Awareness training for those involved

Sampling and monitoring during any operations

How are you going to decontaminate the excavator after completion?
