Can anyone recommend any good publication about inspection regime for lifting equipment and accessories? I just would like to know what is acceptable and what is not acceptable... as I was told that 2mm cut in sling can change integrity and this same SWL would be affected etc.

It depends where the cut is, the materials & dimensions of the sling & loads of other things [sorry, couldn't resist that].
May I suggest that a call to the sling manufacturer/provider may be essential as part of the comprehensive RA essential to determine what defines "acceptable" or "unacceptable" in your particular circumstances.
