I have just encountered a situation where a construction site (not near rail or road) is asking for yellow hi-vis coats (fine) but also orange hi-vis trousers.
Any (polite) comments on how wide spread this is?-is it best practice?

Hi, wearing appropriate PPE in construction sites is cosidered as per dress code of conduct and client/contractor's agreement.
Wearing yellow hi-viz jackets & coloured coveralls,Hard hat,safety shoes, safety glass, gloves, earplugs, dust masks..etc are the usual PPE acceptable.
It is surprising to note that both Red coloured Hi-viz pants are to be worn at your site along with yellow coloured Hi-Viz jacket;
a rare combination
By the way, do you know when, where and why hi-viz jackets & trousers were introduced?
As I recall, during the 2nd world war, the military, airfirce, Navy of many countries fought in Eroupe, due to cross-fire....many soldiers were killed or injured of same company in dark.
In the Fire dept, Oil & Gas industry,in Sea, Red is the prominent colour,used to identify "Danger"And is also acceptable in transport, aviation,nuclear industry.
So choice is yours!

Never heard or seen such a thing...not that it is not possible, but I would love to see the RA for it!
Orange hi-vis is stipulated for a railway environment and recently an 'all orange' policy for track workers has been enforced by NWR. Yellow hi-vis is not allowed because it could be mistaken for a green signal from afar - so I'm told.

I too have never come across this one before. It could be the contractors "in - house" rules / requirements. However, I would like to learn the rationale for it.

I was told it is to highlight by contrasting the two colours- I am not convinced in the context but near high speed roads I could just about see how it might be an idea (after all other safety controls of course)

A client or a Principal Contractor can place any requirements that they wish for a site.
However the important criteria must be that they inform everyone of those requirements with appropriate warning (Tender State, pre-start meeting etc.
It is poor planning and communication on their part if you have not been informed.
However it is possible that your company has been informed of the requirements and that the Contract Manager has not cascaded the information downward.
