I have been asked by my employer to prepare an emergency plan that will be activated in the event of a Health, Safety or Environmental incident.
It is a medium size manufacturing site ( >20 acres - >700 employees). It is not a COMAH site but does have a lot of hazards such as DI water plant, Small LPG and O2 bulk storage tanks, VOC storage, hazardous waste store, flam store, etc.
What information do I need to include in the plan, who do I need to distribute it to ?
I realise that no two sites are the same and that each plan needs to reflect this , but if someone has a plan that I could read to understand the content and detail required it would be much appreciated

I suggest keep it simple and flexible.
The most vital part is to determine who has responsibility for doing what - and to make sure they understand their responsibilities. (Including the responsibility not to do things that are too dangerous and need external assistance). You cannot draw up a detailed plan for everything that might happen, but you can make sure you have people with the ability and confidence to deal with it if it does.
Appended to this could be a list of what resources (internal and external) are available and how to access them.
