Hello all, I'm after a little help/advice. There is a need for a WAH task which will be above a motorway. The operatives will be fully trained and certified for this type of work and will be provided with adequate fall arrest equipment which will be used. Tools will be tethered to the operatives and the access will be from external gantrys (which have recently been assessed and certified safe to use).

With the above in mind, would there be a need to have a road closure as an additional safety measure? It's something that has been mentioned to me but I'm trying to make the task as simple as possible.

If anyone has any thoughts/experience with this I'd greatly appreciate if you could share them with me.

It is possible even with your controls that something could fall from the worksite striking a passing vehicle and result in death or injury - bite the bullet and apply for closure.

I have never arranged for WAH where persons are still permitted to pass underneath

If you need fall arrest then I would suggest that the last thing you want is someone dangling there when the next truck / bus comes along!

The height involved wouldnt allow for that to happen, the issue is mostly if anything was to fall down on to the motorway and what that could result in....

Have you sought advice from Highways England?  I would have thought they would be the final arbiter on that sort of issue.

That will be the next step, I just wanted to see what (if anything) people had done before.

You may find that there is already a memorandum of understanding between your Client and Highways England.  This won't detail the specific operational controls but will cover liaison and any standards that you will need to adhere to.  HE have a suite of Industry Advice Notes that cover operational safety on and around the Strategic Road Network.   Multiple controls are described within, (far too may to mention here).   

It would be worth looking at what organisational arrangements were in place for previous works of this kind.  Your risk assessment will likely be driven by HE.
