Is it the heat or is it me? 

We have height adjustable desks and laboratory desks which are currently not inspected under LOLER or PUWER. 

Should they be? 

Can the fabulous IOSH Hive mind help me on this? What does everyone else do?

I would have said no to this.  Their purpose is not to lift any more than a height adjustable chair (which we all have under DSE) is lifting equipment.

I would say no.  By all means have a planned and preventative maintenance and service program in place, including regualr pre-use checks for them, but agree with Hilary with regards to inspections.

LOLER no, but it should be inspected and maintained particularly where it is a powered rather than manual lift.

Personally couldn't justify the extra for an electric push button given the infrequency of adjustment.

I concur. No LOLER needed, however a general once over at set periods to check for defaults would be reccommended.

Not a LOLER issue due to the type of riser mechanism most use but PUWER yes and they will need inspection to ensure that the mechanism is in good working order.

Not LOLER: by analogy, we were informed by HSE that a hospital bed is not subject to LOLER because its primary purpose is for sleeping in. Just because something goes up and down doesn't make it lifting equipment. A desk is not lifting equipment, it is for writing/typing/putting coffee-cups on :-)

Although the regs don’t spell this out, LOLER really only applies in situations where you are lifting a load and if that lift should fail someone might be injured eg something fall on them or if they are carrying a person that person falls etc. The rise and fall of desk (and as mentioned a chair) is unlikely to create that sort of risk. In fact I would say that a chair is in more need of routine inspection than a height adjustable desk as I have seen chairs fail and people suffer injuries from such a fall while I am hard pressed to foresee anything involving a height adjust able desk (unless someone was climbing on top of it or something else really stupid)
