You will need to provide more back-ground - Major Incident at a Seveso (COMAH) site is far removed from a Major Incident in the local Lesiure Centre

Are you wanting something along the lines of an Emergency Response Plan? which will cover fire, flood, gas, fatalities, terrorist attack etc

Some good guidance here:

You also need to make clear which part of Emergency Response you are talking about. You could classify it as:

  • Immediate response- first aiders, evacuation of site, calling emergency serves, informing emergency services of site hazards etc
  • Medium term response and reaction- dealing with the media, contacting relatives,, contacting lawyers and insurers, dealing with the HSE and enforcement bodies, contacting customers etc
  • Long term response, which is mainly business continuity- getting the business up and running again.

Surely, that type of scenario would be the responsibility of the emergency services?

ok...so you want to align your response plans to what would happen in the event of a major incident on the public highway...do you carry dangerous goods in packages or tankers?

For a start look at the JESIP website which will show how the communication and response cycle is used by all three services..

https://www.jesip.org.uk/home

You really are just looking for  Disaster & Emergency Management process...I have a could of slides from a few years back pm me and I will send them over.
