The UK’s CDM regs transpose an EU directive into UK law. If you look up the directive on the EU law site you will be told how each EU country has done this. The directive in question is “Council Directive 92/57/EEC of 24 June 1992 on the implementation of minimum safety and health requirements at temporary or mobile construction sites” and if you look at https://eur-lex.europa.eu/legal-content/EN/NIM/?uri=CELEX:31992L0057 there is list of how EU countries have transposed the directive. I can’t read Spanish but the regs listed go back to 1940. This is because the EU does not require a special set of regs covering each directive. Instead all they require is that local laws cover all the requirements of the directive. The Spanish seem to have done this over about 20 or more separate regs.
