Does CDM and other HSE Regs apply when you work off site? Steel fixers are tying rebar and cages together which will eventually come to site. When they are carrying out the this work off site does the site safety rules still apply?

UK activities will be covered by regulations under the HSE including CDM. When you talk about site is this the ultimate construction site as opposed to the steel workers facility? Work undertaken at the steel workers facility would be covered by their H&S arrangements. Work undertaken at the construction site would be covered by the Principals arrangements. Not sure why you would conclude works undertaken at the steel workers facility would follow the principals arrangements unless they were located in some part of a mega site e.g. Hinkley Point?

No, is the simple answer I believe.
As Roundtuit advised, CDM applies to a construction site or similar. A factory or workshop preparing goods for delivery would not normally be classed as a construction activity.
