Contractor attending from Overseas - Covid query

We need a specialist contract engineer from Germany to attend a UK site for a three day job. This is travel for work, not holiday. Does anyone have insight into the Covid rules and requirements to enable the visit to go ahead? Many thanks.

Interesting that HS2 is being treated as a special case compared with most other infrastructure construction workers.

I don't think that's true - teh special exemptions cover workers for waste, IT and telecoms, power infrastructure, space infrastructure, water supplies and sewerage services, offshore oil and gas, any Network Rail workers engaged in essential or emergency works to the rail network, and moire.
The 'goods and services' exemption covers "Workers with specialist technical skills for essential or emergency works or services (including construction, commissioning, installation, maintenance, and repairs and safety checks) to ensure the continued production, supply, movement, manufacture, storage or preservation of goods."
I'm struggling to think of any class of infrastructure that doesn't have an exemption.

achrn - the first one that came to my mind would be a road project EXCEPTING certain elements of that project. But even in rail, unless the work is on existing Network Rail infrastructure, there does not seem to be equivalence with HS2 Phase 1. P

A road project ensures the movement of goods.
Eurotunnel workers get their own exemption too.
There's little work on rail infrastructure that's not on existing NR infrastructure and not HS2. Only a very few recreational / hobby / tourist railways won't have an exemption.
