Could anyone point me in the direction of a BS standard for Silos. I am after guidance regarding inspection frequency, by whom etc. The only BS i can locate at present is to with design & build!

There is a Ciria guidance document (C598) on chemical storage tank systems which details inspection and integrity testing frequencies etc. which you may find useful. Although it may not be specific to your requirments good practice is just that.
