A bit of advice please...

An incident occured where a contractor drilled above a window to hang a curtain resulting in him drilling into an AIB panel (3 drill holes).

When he did this he stopped work and filled in the holes. The area has been cordoned off to stop staff and members of the public from entering.

The contractor did not check the asbestos register on site but was also not shown it by the Duty Holder.

- An air test has been carried out and shows the area is safe to occupy.

- Will an environmental clean need to carried out of the area?

- Will the HSE have to be notified ? If so, by whom the owner of the building or the employer of the contractor?

You probably need to know more about the nature of the AIB. This might help amongst other things in giving you some idea as to whether the method of filling in the holes has been effective in encapsulating what remains.

But just because an air sample says that it's OK doesn't mean that it will continue to be OK. Does the reading say no asbestos detected (and if so was there sufficient sampling to tell you that this is true - part of the exercise should be about cleaning up first and then attempting to disturb any fibres that remain before doing air sampling) or that the residual level is below the relevant Control Limit (which says that it is NOT sufficiently clean)?

Have you asked the analyst for any advice or comment as to whether the holes are encapsulated or had a surveyor attend to have a look? Do you know if the contractor attempted to clean up any debris before notifying staff?

This will require internal investigation, possibly a review of the overall asbestos management on site?
