Is there a retention period for completed weekly lifting accessories inspections under LOLER? We scan all site documentation to our record management system but for hard copies on site is there are designated period for which hard copies must be available to view.

For your thorough examinations, you will need to keep these until the next one is produced in either the 6 month or yearly frequency.
For your weekly inspections, this can be defined by your management system policy (9001 if you have that management system in place). Most places have a document retention control log which stipulates how long documents are kept in an archive for.

How long is it between the weekly on-site hardcopy being completed and it being entered onto the electronic system? Are you treating the hardcopy as the doc to be retained, or is the hardcopy surplus once it has been scanned. I’d favour the latter and keep them at least until the next TE plus a bit more (couple of months). If it’s electronic, archiving for at least 3 yrs is a coverall for a delayed civil claim.
